HTAC is a professional training and consulting firm founded with a single purpose: to equip law enforcement, prosecutors, advocates, and multidisciplinary professionals with the knowledge they need to identify, investigate, and prosecute human trafficking effectively.
Our training is not built from textbooks. It is built from cases — real investigations, real victims, real outcomes. Every course, consultation, and courtroom appearance reflects years of active field experience and specialized expertise.
HTAC operates independently of any law enforcement agency or organization, and serves law enforcement and prosecution exclusively. We do not provide services to the defense.
Our Mission
HTAC exists to close the knowledge gap between how exploitation actually operates and how professionals respond to it. Human trafficking is sustained by ideology, identity, language, and culture — not just criminal behavior. Effective intervention requires understanding all of it.
We train professionals to see what they have been missing — and give them the tools to act on it.

About the Founder
HTAC was founded by Anthony Figueroa, an active law enforcement investigator and United States Marine Corps veteran with eight years of military service.
Anthony first observed human trafficking and exploitation firsthand while deployed to Djibouti, Africa in 2010 — witnessing the dynamics of exploitation in a raw, unfiltered context that shaped his understanding of how trafficking operates long before he encountered it in his law enforcement career.
That experience, combined with years of active trafficking investigations, expert witness testimony across multiple counties, and graduate studies in forensic psychology, drove him to create HTAC — an independent firm dedicated to bringing that depth of knowledge to the professionals who need it most.
Anthony is a POST-certified instructor, court-recognized expert witness, and regular instructor for statewide and national law enforcement training organizations.
