HTAC is a professional training and consulting firm founded with a single purpose: to equip law enforcement, prosecutors, advocates, and multidisciplinary professionals with the knowledge they need to identify, investigate, and prosecute human trafficking effectively.

Our training is not built from textbooks. It is built from cases — real investigations, real victims, real outcomes. Every course, consultation, and courtroom appearance reflects years of active field experience and specialized expertise.

HTAC operates independently of any law enforcement agency or organization, and serves law enforcement and prosecution exclusively. We do not provide services to the defense.

Our Mission

HTAC exists to close the knowledge gap between how exploitation operates and how professionals respond to it. Trafficking is sustained by ideology, identity, language, and culture — not just criminal behavior. Understanding those dynamics is what separates effective intervention from surface-level response.

We train professionals to see what they've been missing and give them the tools to act on it — in the field, in interviews, and in court.

About the Founder

HTAC was founded by Anthony Figueroa, a United States Marine Corps infantryman and combat veteran with eight years of military service. During deployments to Iraq, Afghanistan, and Djibouti, he witnessed firsthand the abuse, coercive control, and exploitation of women — observing how power, violence, and manipulation operate at their most unfiltered. Those experiences planted the foundation for what would become a career defined by understanding and confronting exploitation.

After transitioning to law enforcement, Anthony built one of the most specialized careers in human trafficking investigation in California. His work has taken him across the state — from street-level operations to complex multi-agency investigations — conducting undercover operations, juvenile recovery missions, reverse sting operations, and deep digital investigations. He has interviewed numerous victims and suspects, testified as a court-recognized expert witness in multiple California counties, and trained law enforcement professionals at every level.

The patterns he saw overseas — coercion disguised as loyalty, control masked as protection, violence used to enforce compliance — are the same ones he documents in case files and explains on the witness stand today. That continuity of experience, combined with graduate studies in forensic psychology, is what drives HTAC: an independent firm built to give the professionals fighting trafficking the knowledge and tools they actually need.

Anthony is a POST-certified instructor, court-recognized expert witness, and a regular instructor for statewide and national law enforcement and prosecutorial training organizations.
